Unisource Santa Cruz Reliability Project South: The SCVCC Board has
continued to work with the Jackson Roof attorneys regarding the concerns that Tubac has regarding the line siting for this project. A second letter * was sent to Unisource this past week from the attorneys on our behalf to Unisource stating our opposition to the suggested route along the I-19 corridor and our continued support for the original route on the East side.
Under state law, Unisource must secure a Certificate of Environmental
Compatibility (CEC) to construct the transmission line between the Kantor and Gateway substations. Unisource plans to file a CEC application with the Arizona Power Plant and Transmission Line Siting Committee, which reviews CEC applications in a public process that allows neighbors and others to provide comments. Unisource anticipates this hearing will occur in February 2026. The Arizona Corporation Commission must review and approve the CEC before Unisource can begin construction. *The first letter.
Unisource also applied for special use authorization from the U.S. Forest Service for potential transmission line segments that could be located within the Coronado National Forest (CNF). This process could require environmental reviews under the National Environmental Policy Act (NEPA). We will notify members of any public open house meetings that are announced in our area. We anticipate one in the next month which will likely announce the proposed route for the South section of the project.
Tubac Entrance Park/Area: The project continues to move forward and will be completed this spring. While it is going out to bid this fall, unfortunately the County does not anticipate being able to complete the project prior to the large Tubac Arts Festival in February.
The Tubac Rotary Club received a 2 year $200,000 grant to be used for cleft palate surgeries with St. Andrew’s clinic and donated services by doctors and dentists. Last weekend 66 surgeries were conducted which will change the lives of the children forever.
Unisource, our electricity provider, is proposing to construct a 138KV transmission line in the I 19 corridor through Tubac. The poles would be 75 to 85 feet tall and be 600 to 1,000 feet apart. To see how they appear, look to the right around Exit 34 as you travel north. We have asked Clem Shute, Santa Cruz Valley Citizens Council Board member, to answer several questions that will help explain the impacts and what you can do to express your opinion.
Question: What are some of the impacts of this proposal on Tubac?
Answer: The power lines would be in the freeway right of way which includes the east and west frontage roads. These are some consequences:
1. The power line would pass close to residences with homes close to the frontage roads and have tremendous negative visual impact. The line would pass by the Tubac Village and adversely affect the businesses there through reduced tourism.
2. The Santa Cruz County Comprehensive Plan identifies our Valley as a scenic area which should be protected from development that would degrade its scenic character. High voltage power lines would destroy the scenic values of our area and be contrary to the provisions of the County Plan.
3. There are public safety issues. The tall poles could impede emergency vehicles from accessing people injured on the freeway or frontage roads. Medical helicopters could be hindered in reaching accident victims.
4. Wildlife and natural vegetation would be disrupted by construction and maintenance of the power lines.

Question: What are the alternatives?
Answer: There is an existing 138 KV transmission line on the east side of the Santa Cruz River which is out of sight from Tubac. It was designed to allow for construction of a second line on the existing poles. It would not have the impacts discussed above and would be significantly less expensive to construct. That is the option favored by the Santa Cruz Valley Citizens Council

Public input is an important part of UniSource’s planning process.
UniSource will host several open houses and other public engagement opportunities throughout the year. The first of these opportunities will occur in May.
Identifying a suitable location for new transmission facilities involves several phases, each informed by public input. Area residents and other stakeholders can provide insight to help UniSource identify opportunities and constraints, areas to avoid and specific route segments.
Residents and other stakeholders can also help UniSource to evaluate and prioritize the importance of the criteria used to assess potential routes. Alternative route segments will be identified using multiple criteria, including some required by law and others deemed important by area residents and other stakeholders. These criteria will support the development of a preferred transmission line route.
Santa Cruz County is inviting residents and stakeholders to participate in a series of open-house-style public meetings designed to enhance wildfire preparedness and community safety. These meetings are part of the ongoing development of the Santa Cruz County Community Wildfire Protection Plan (CWPP), a strategic initiative aimed at mitigating wildfire risks through collaborative planning and local action.
The Community Wildfire Protection Plan (CWPP) is a vital framework designed to reduce wildfire risks within Santa Cruz County. Established under the 2003 Healthy Forests Restoration Act, the CWPP encourages communities to develop comprehensive plans that facilitate state and federal funding for fuel reduction and fire mitigation projects. The primary goal is to foster collaboration among local and state agencies, residents, and stakeholders to implement effective wildfire prevention strategies.
Santa Cruz County Emergency Management is leading this effort under a grant from the Arizona Department of Forestry and Fire Management, funded by the United States Department of Agriculture.
Santa Cruz County encourages all residents to attend these meetings, learn more about wildfire preparedness in their community, and provide input that will help shape the future of the county’s wildfire protection efforts.
